A Stream for One, Drops for the Other
A large stream goes straight into one figure's mouth while another waits for stray drops. The cartoon makes unequal allocation visible and can also exaggerate one project getting plenty while another receives almost nothing.Specify what the water represents and let the contrast do the rest. The figures need not be assigned unverified real-world identities.
